Meeting Minutes
Thursday, April 27, 2023
Meeting called to order at 6:00 PM at the Kern River Valley Gun club classroom and began with the flag salute.
Introductions:
- First Time Attendees: Gabriel Szalay, Darrell Willhite, Ron Gout, Colin Edwards, Pam Graham, Jenny Edwards and Pete Slevcove
- Total members in attendance – 20
President’s Report: Jeff Evans
- Member Suspension Appeal – This situation was discussed even though member was unable to attend because a By-Law revision was wanting to be made. No change will be made at this time according to majority vote of the members present.
- By-Law Revisions
- Article VIII Suspension or Expulsion – Not changing at this time.
- Article IV Initiation Fees & Annual Dues – Active Military personnel added.
- Article VI Officers & Executive Committee – Changed to: Only current members shall be eligible for office. Eliminated in good standing and NRA.
- Article VII Duties of Officers specifically Chief Instructor – Wording added that instructor must be a current member in good standing and NRA certified trainer or equivalent.
- Whiskey Flat Days – Raffle won by Darrin and Monica Johnson of Bakersfield
- On-Line Membership/Renewal once again available. Obtaining a quote for local provider to host and maintain our website.
- Atmospheric Water Generator received from a company who has received a grant to install these in rural areas at no charge to the recipient – extracts water from humid ambient air, producing potable water. Water cooler for the Training Room with outside faucet.
- Women’s Group starting up – Similar to Armed Women of America/Girl with a Gun format– 3rd Saturday of each month starting in May. 9:00 -10:00 Training Room. 10:00- noon Trap/Cowboy Range. Fee will be $5.00. Trap will be $5.00 per round (25 clay targets)
- Blue Tooth Locks are being implemented 157 of 408 have activated their access
- Private Group of 14 shooters used the range on April 7th. Made $300 donation plus $65 in Trap use. Thanks to Doug Rudolph and Rich McDonald for supporting the event.
- Monday, March 20th – The court granted a Motion for a Preliminary Injunction against the gun roster– and held that California’s requirements for the loaded chamber indicator, magazine disconnect, and microstamping are unconstitutional. State filed appeal to the 9th Circuit Court, but the microstamping requirement was removed.
Treasurer’s Report: Bob Johnson gave the treasurer’s report. The club has $44,720.02 as of
4-27-23. Income since 1-25-23 was $13,038.21. Expenses was $10,781.32 which included $5600.83 for insurance and $2,029.99 to USFS for 2 years payment. In February there was a spike in the electricity bill of approximately $200. Edison says it occurred on a Wednesday. We have no idea what caused this spike.
We currently have 359 members + 100 life members.
Range Executive Officer Report: Doug Rudolph
- Due to Easter Sunday, the range was closed to the public on April 9th. However, the range was open to the public the following two weekends (April 16th and 23rd).
- The range will be open to the public May 21st and 28th due to Mother’s Day on May14th.
Competition Director: Position is open for Volunteer
- May 27th – CENTERFIRE HANDGUN SHOOT: NEED SOMEONE TO DESIGN AND SET UP A HANDGUN COURSE AND RUN THE EVENT
- June 24th – 500 yard and 600 yard rifle shoot – 10 rounds at each distance on paper targets. Not timed No Lead Sled type rests allowed.

Doug would like to start up the trap shoots again but hasn’t decided on which Saturday yet.
RSO’S who do not have a current CPR card or one that is due to expire soon, there will be a CPR class on June 10 at the Elk’s Lodge in Wofford Heights. Good class.
We have a new RSO Gabe Szalay. We have enough RSO’S to cover a 3rd Sunday if we want to.
- Cowboy Action Group – Bob Johnson advised that we finally had a cowboy shoot on April 8th with 5 shooters present. Jess D’Cades Slate placed 1st, High Court Drifter 2nd, Rob El Malo 3rd, McNasty 4th and Okie Rae 5th. Rob was a first-time shooter and we think he’s hooked. He advised Jeff that Missouri Bullet Company offers discounts for reloading supplies to club members.

- Reolink Camera system for Pistol and Rifle Range area purchased. Need to schedule installation with volunteers.

- Designated from the floor: Roberto Cruz suggested we change the By-Law regarding a Quorum to 12 members at a meeting rather than 15. Vote taken and approved.
